ELO, ELO – French postpone Enveloppe Logistique Obligatoire
[ March 28, 2025 // Chris Lewis ]The French authorities are to defer introduction of the new version of the Enveloppe Logistique Obligatoire (Obligatory Logistics Envelope), originally scheduled for 1 April. A new introduction date has not yet been announced, but the delay is likely to be only for a few weeks, according to BIFALink TV.
Igor Popovics, from BIFA’s policy and compliance team said that the planned transition period during which both the new and old versions of ELO would be available, would still end as scheduled on 1 September. However, only one version of ELO can be used for any once submission.
The new-look ELO will bring a number of benefits, Popovics added. The registration process would be very simple, requiring just a name and email address and anyone with the necessary information would be able to make one. Like the UK’s GVMS (Goods Vehicle Movement System) it would offer a one-barcode solution linked to all customs, transit and safety and security declarations, although in ELO the safety and security reference number would be compulsory rather than optional.
ELO will also be required for empty trucks.
The system would also track the vehicle’s embarkation and disembarkation, although not if a vehicle is selected for examination in the ‘orange’ lane, which would continue to be notified separately.
